ABOUT THE POSITION
The Community Action for Workforce Development is an innovative 2-year initiative that will pilot intersectional, community-led workforce planning models in three rural communities across Canada that will support economic diversification strategies that take action on climate change and contribute to clean growth. In each community, the process will engage small and medium enterprises from a range of industries and sectors as well as relevant community-based organizations and public agencies in community workforce planning, training and work placements in order to provide upskilling and reskilling training, wrap-around supports and work placements for at least 50 workers, of which 75% will be from designated under-represented groups.
OPPORTUNITY
A strategic project manager, this is your opportunity to be part of a pilot to test an innovative, partnership-based workforce development model in three small communities.
- Manage the overall project by monitoring and implementing the work plan to ensure that CCEDNet’s contracted deliverables are completed on time and on budget.
- Provide supervision to the Program Co-ordinator and ensures their performance and workplan goals are met.
- Execute contracting and ongoing liaison with service providers and community partners who will be involved in the project.
- Complete quarterly reporting to the funder according to the terms and conditions of the funding agreement.
- Lead appropriate processes to identify training programs or providers and assist community partners with the identification of wrap-around support providers based on identified participant needs.
- Support community partners with information and resources on clean tech and climate action
- Design a project evaluation plan that complies with funding requirements and oversee data collection to inform project reporting.
- Connect across the CCEDNet landscape to learn more about our broader work, informing your project management role, and building your own network.
TEAM & ENVIRONMENT
As part of the Learning and Innovation Team, you will report directly to the Director of Learning and Innovation. At CCEDNet, you’ll also have the opportunity to meet and collaborate with staff team members working on national and regional engagement as well as administration and finance. As the Program Manager for the Community Action for Workforce Development project, you’ll work closely with project partners and designated pilot communities, as well as labour market development partners across the country.
This position can be fully remote. Or if you are located where we currently have team offices in Victoriaville (Québec), Winnipeg, Toronto or Ottawa you may choose to work hybrid or full-time in the office.

There’s potential that this position may require some evening, weekend and/or overtime hours. Some domestic travel will also be required.
ABOUT YOU
As a bilingual (preferred) relationship builder with exceptional project management and facilitation skills, you are comfortable establishing and building connections in the virtual spaces. Your skills and experience in managing funding agreements and reporting to funders, co-ordinating people, and appreciation for administrative processes are matched by your desire to make social change. You have spent time in project and people management, partnership management, or program coordination positions and are comfortable with programs such as G-Suite (Google Apps), Office, WordPress, MailChimp, and social media platforms.
You have knowledge of, and more importantly, a desire to keep learning about community economic development, labour market attachment, workforce development, essential skills and local economic revitalization. You want to work for an organization that aligns with your personal values and commitment to gender equity, poverty reduction, reconciliation, anti-racism / anti-oppression, diversity, and inclusion. You are aware of your own lived experience of systemic barriers or privilege, and how that shapes your unique contribution to strategic social change.
ONBOARDING SNAPSHOT
Within 1 month, you will have:
- been oriented to CCEDNet’s innovation and learning strategy as well as our broader theory of change;
- met members, staff and partners across the network;
- oriented, onboarded and executed contracts with project partners and three pilot communities or their representatives for the purposes of the project.
Within 3 months, you will have:
- supported project partners and pilot communities through design and engagement processes that will produce community-led workforce development plans.
- designed a project evaluation plan that complies with funding requirements.
Within 6 months, you will have:
- supported project partners and pilot communities with the recruitment, training and placement of 50 workers in each of the three communities, of which 75% will be from designated under-represented groups; .
- engaged small and medium enterprises from a range of industries and sectors as well as relevant community-based organizations and public agencies to identify upskilling and reskilling training needs and identify mechanisms to provide that training;
- identified the needs for wrap-around supports and found ways of providing those supports to workers, allowing them to participate in training and work placements.

COMPENSATION AND BENEFITS
This is a full-time term position working 37.5 hours / week starting April 1, 2023 and ending March 31, 2025, pending confirmation of funding.
We support our employees by offering salaries that reflect regional variances in cost of living. Employment offers are made between the minimum and midpoint of our salary bands and are determined by knowledge, experience and internal equity.
If you are located in Victoriaville, Quebec, our hiring wage range is $54,359 to $62,344
If you are located in Winnipeg, Manitoba, our hiring wage range is $55,045 to $63,131
If you are located in Toronto, Ontario, our hiring wage is range is $63,454 to $72,775
If you are located in another region of Canada, your wage will reflect the specific cost of living for your region. We are happy to discuss the starting salary range for your region during the job offer process.
