This report offers an exploration of the definition of CED and CED initiatives, supported through relevant literature. It also acknowledges the role of government in CED for the past 50 years, and gives a detailed account of government policy towards CED in Manitoba from the 1960’s to the present. The report concludes with suggestions made by key informants on the role of governments in CED and opportunities for improvements in policy in the future.
