Funders and policy analysts have unrealistic notions about evaluating CED, which applies unique combinations of resources to complex social and economic problems. In particular, these groups must make an extra effort to see how they can distinguish the specific effects of their work from other factors: in other words, the ‘incremental’ impact of their initiative.
